Sharad Pawar, the Union Agriculture Minister as well as NCP chief, defended Manmohan Singh, the Prime Minister, as the party leader stated that the FDI policy is set to be implemented only in the huge cities with greater than 10 lakh population while exemptions will be implemented for towns with small population.
